Allegations have been put forward that several Foreign Nations outside of the United States may be involved in the "Secret Program" or "Legacy Program" to reverse engineer captured alien spacecraft, and to cover up the reported fact that alien spacecraft are real, and their non-human alien pilots are also real.
International Secret UFO Cabal
Whistleblower Matthew Brown and author of the Immaculate Constellation report given to Congress, alleges that there is a parallel reality going on when it comes to the secret UFO legacy program.
The secrecy apparatus is all pervasive. It is not just in the intelligence community governing their world, it's not just in the military conducting their operations, it's not protecting diplomats and leaders as they conduct their work.

Matthew Brown also asserts that the United States has allowed itself to be penetrated, co-opted, and corrupted by an internationlist force that serves their interests, and views nations and peoples as tools, and means to an end.
Journalist Ross Coulthart asserts that, "this amounts to an International Cabal of people, which may be business related, which is essentially protecting the secrecy of the legacy program, and doesn't care about democratic accountability."
Vatican
The Vatican allegedly made the United States aware that the Italian government was in possession of a UFO craft during World War II. This UFO craft allegedly crashed in 1933 near Magenta, Italy. The United States took possession of this UFO craft around 1944.
This begs the question that how did the Vatican know that the Italian government had the UFO craft, and do they have knowledge of other UFO craft?
It has also been alleged that the Vatican may be involved in covering up the secret UFO program, and may be sitting on mountains of UFO evidence in the Vatican Archives.
Knights of Malta
It has been alleged that the Knights of Malta may be involved in maintaining the secrecy of the legacy UFO program, in conjunction with the Vatican.
The Knights of Malta are known as the Sovereign Military Order of Malta, officially the Sovereign Military Hospitaller Order of Saint John of Jerusalem, of Rhodes and of Malta, and commonly known as the Order of Malta or the Knights of Malta.
The Knights of Malta is a Catholic lay religious order, traditionally of a military, chivalric, and noble nature.
The order claims continuity with the Knights Hospitaller, a chivalric order that was founded about 1099 by the Blessed Gerard in the Kingdom of Jerusalem. The order is led by an elected prince and grand master.
