Allegations have been put forward that there are certain individuals in the United States Government and other private individuals who are known as "Gatekeepers," or Guardians. These gatekeepers are tasked with keeping the Legacy Program completely secret.

Dr. Donald Menzel - Alleged UFO Program Gatekeeper
​In the 1950s, Donald Menzel was a prominent astrophysicist and director of the Harvard College Observatory. He was a leading figure in applying quantum mechanics to astronomical spectroscopy, studying the sun's atmosphere, and pioneering research on gaseous nebulae. Menzel also played a key role in establishing the Smithsonian Astrophysical Observatory in Cambridge and developing one of the first university programs in radio astronomy and space astronomy.
While known for his scientific work, Menzel also became a prominent skeptic of UFO sightings, offering explanations for them based on natural phenomena.
However, Donald Menzel, while director of the Harvard College Observatory, did order the destruction of a portion of the observatory's photographic plate collection. This decision, made in the early 1950s, resulted in the loss of a significant number of plates, and is now referred to as the "Menzel Gap" by astronomers. The destruction was part of a cost-cutting measure and a decision to discontinue further photographic plate surveys. The observatory also stopped taking new plates for a period, further contributing to the "Menzel Gap".

President George Bush Sr - Alleged UFO Program Gatekeeper
Based on the available information, the question of whether George H.W. Bush was a "UFO gatekeeper of information" is part of a larger discussion surrounding government secrecy and potential extraterrestrial phenomena.
Allegations of Information Control: Some ufologists and researchers, such as Grant Cameron and Steven Greer, suggest that as Director of the CIA, George H.W. Bush denied then-President-elect Jimmy Carter access to UFO files during the transition period, citing a "need to know" policy.

Presidents' Limited Access to Classified Information: It's argued that even presidents may have less access to certain classified information than the public assumes. This suggests that it might be an issue of established protocols regarding classified information rather than a deliberate "gatekeeper" role for a particular individual.

Carter's Attempts at Disclosure: Carter, who said he saw a UFO in 1969, reportedly made efforts to disclose UFO files, both during his campaign and as President, according to the Kindersley Clarion. However, these efforts were reportedly unsuccessful, with one account mentioning Bush's refusal to grant access to the files.

The Majestic 12 Controversy: The concept of a secret committee called "Majestic 12" (MJ-12) allegedly formed to investigate recovered alien spacecraft, is considered a hoax by the FBI and many ufologists, though it remains a subject of speculation within UFO conspiracy circles. George H.W. Bush's name isn't directly tied to the formation of MJ-12, but the allegations mentioned above align with the broader themes of secrecy and control that surround such discussions.
Dick Cheney - Alleged UFO Program Gatekeeper
Speculation and conspiracy theories regarding Dick Cheney's involvement in a government cover-up of UFO information have circulated for years. UFO researcher Grant Cameron, for example, has explored these connections through his website and lectures.
More recently, reporter Walter Kirn claimed in a podcast interview that David Grusch, a former intelligence officer who testified before Congress about alleged UAP (Unidentified Aerial Phenomena) retrieval programs, identified Dick Cheney as the "top man on the totem pole of UFO intel".
However, there is no concrete, official evidence to support the claim that Dick Cheney was a "UFO gatekeeper" of information. His role in the alleged UFO cover-up remains within the realm of speculation and conspiracy theories
Glenn Gaffney - Alleged UFO Program Gatekeeper
Glenn Gaffney, the former head of the CIA Directorate of Science and Technology from 2009 to 2015, has been named by American journalist Matt Ford, as a legacy gatekeeper in the secret program involved in UAP crash retrieval and reverse-engineering of UAP craft.
Glenn Gaffney was also reportedly involved in blocking the transfer of advanced, non-human materials from Lockheed Martin to AAWSAP.
Men in Black
The notorious and alleged "Men in Black" are described as mysterious individuals who appear after UFO sightings, often dressed in dark suits, hats and sunglasses, and are believed to harass or threaten UFO witnesses to keep them silent about what they have seen.
The Men in Black are often portrayed as government agents or representatives of unknown organizations tasked with suppressing information about alien encounters.

Men in Black are typically described as tall, pale men with expressionless faces, often wearing dark suits, black hats, and sunglasses, even indoors. ​Witnesses have reported Men in Black intimidating them, asking uncomfortable questions, and threatening them to remain silent about their UFO sightings.

Some believe the Men in Black are United States Government agents working for agencies like the FBI or CIA, while others believe they are aliens in disguise or enforcers for secret organizations. ​
Albert K. Bender, a UFO researcher, reported being visited by Men in Black in the 1950s.
It has also been alleged that the rumored "Men in Black" are part of T.R.E.A.T. or the Tactical Reconnaissance Engineering Assessment Team. These Men in Black supposedly work for the United States Department of Energy and the National Security Agency.
